New candidates for the board: Johan Blanckaert, Al Sabay, Oscar Kally, Robert Van Horenbeek, Jérôme Vryghem.
Johan Blanckaert and Jérôme Vryghem are elected.

Johan Blanckaert (JB), new member of the board is elected by the board members to become the new president of the BSCRS (congratulations, Johan!)
Francoise Van Cauwenberghe (FVC) will stay as the Vice-president of the BSCRS.

3/ VAT reglementation
MJT had an appointment with a tax specialist about the VAT reglementation.
The accountant company asks an amount of 1400 euro/year for preparing all the offìcial paperwork. MJT and Danny Matthysen will prepare this documentation.

4/ BSCRS Spring meeting 2016
23th of January, Ostend

A provisional balance was made (estimation): Revenue: €58.000
Cost: €34.000
Balance: €24.000

The scientific meetings were very succesfull with a lot of participants. Also, the social event was attended by many nurses and technicians.

5/ AOB
The meetings take place in UEMS, the house of AOB in Brussels

PE will represent the BSCRS in the board of AOB.
GS the daily assembly of AOB.

Report of the AOB board meetins (PE)
AOB proposes a general accountancy and administration for the participating associations.

The benefits of the " AOB office" organisations are:

Certifisk: the revenues of congresses (OB) are VAT liable.
When the BSCSR takes a participation in "certifisk" , the fìscal organisation of AOB, no vat is applicable.
The fee to participate certifisk = 750 euro/year
No decision is made yet on behalf of this subject.

Ogone: payments can be made via Ogone (but until now all the payments to the bscrs are made trough a free bank transfer.
For every transfer through Ogone an amount must be paid to this company.

AOB can also take care of mailings, communications etc.
The heritage of the Jules Francois Library will be integrated in AOB.

At next meeting, a detailed program will be presented.

7/ Next BSCRS Spring meeting 2017
The ESCRS wintermeeting takes place in Maastricht next year.

Rudy Nuyts is interested in a joint meeting with the BSCRS.
MJT will discuss the financial consequences of such joint meeting.

The board decides to have our own spring meeting together with SOOS and OBAO.
The beginning of this success story should be continued.

PE proposes the "Chapelle Elisabeth" in Brussels and will inform about the possible data.

8/ Surgical training residents

MJT proposed to purchase an "EyeSi Simulator" to train residents.
This machine could eventually be placed in the building of UEMS in Brussels.
The board approves to participate in this project, together with sponsoring of the big companies.
The residents wishing to use these facilities should be member of BSCRS.
This surgical training will be organised by the educating departments and certificates will be made after participation.

9/ Membership fee BSCRS

The BSCRS counts 150 paid memberships.
Each member of an extramural centre must be a member of BSCRS, SOOS and BBO. The ophtalmologists who give intravitreal injections have the same obligations.
Until now 134 extramural fees are paid to SOOS.

10/ VARIA

Grant ESCRS Kopenhagen
The board decides to donate this grant this year to Vincent Qin (UCL)

Website
PE and BD will organise a meeting to update the website.
The existing logo of the BSCRS with colors will stay like it is, but "Sobeveco" will be attached.

Trial against Turkish optician in Antwerp
A lawyer takes care of the trial against Turkish opticians in Antwerp. BSCRS will take care of 1/3 of the costs.

AOB lecture @ OB 2016
The board proposes Dr Ioannis Pallikaris for this lecture.

Task force government
JB planned a meeting at the end of May with the syndicate of general practitioners about the proposals of the savings.
On the 3th of July the "task force" of the government should have a final proposal to be discussed in the TGR and later in Medicomut
Will be continued...

1. Approval of previous board meeting:
The report of the previous board meeting is approved with unanimity.

2. Discussion AOB-statutes

 

3. VAT reglementation:

We have to adopt VAT reglementation wherever the industry becomes partner in generating income VAT on aesthetic surgery (blepharoplasty) would be subject to VAT reglementation from January 2016. Refractive surgery is functional and not aesthetic surgery (cfr. KCE report).

4. OB 2015:

Due to terror threat, the OB meeting in November was postponed to a new date: 11 January to 13 January.
So the BSCRS meeting “Indications for Anterior Segment Surgery: Pushing the boundaries” will be completely transferred to Wednesday 13 January.

5. BSCRS Winter meeting 2016:
Due to transfer of the OB meeting to the beginning of January, the BSCRS Winter meeting in Ostend will be postponed to April 2016.

BSCRS Meeting programme:

afternoon: Ethical course
evening: Social event in the Thermae

Nurses and Technicians programme:

6. Website
a) Inscription will be through the website: bscrs.be
Every member including board members have to register through the website.

OBAO will be invited to participate to the Winter Meeting. They will have no costs for organizing, on the other hand they will have no part in the income.

b) BSCRS membership fee: 90€
Peter Evens suggests a promotion fee of 250€ for a 3 year membership including free participation on the Winter meeting.

7. General Assembly: 23th April 2016
Preparation by Bernard Mathys. Right now, there are 2 vacancies: Oscar Kallay (BSCRS member for 4 years) can be re-elected. Guy Sallet (BSCRS member 2x4 years, cannot be re-elected).

A big questionnaire has to be answered to estimate the consequences of repayment.

The function of AOB is organizing the yearly OB congress

Every society should keep his own identity.

The defending professional organizations are BSCRS,BBO and SOOS.

Therefore, the board was not pleased about the comments sended by the AOB concerning OCT and blefaroplasty .

- Possibility will be explored of 3-year BSCRS/ESCRS-membership fee at reduced price during ESCRS-meeting in Barcelona. SAFIR has such a regulation.

3) Approval of previous Board meeting report:
The reports of the board meeting will be pre-parted between the five new members. As a rule, the board meeting will begin at 8 pm and will stop at 10 pm.
The report should be compact, on time and in english.
There are no remarks on the report of the board meeting of March 2015.

4) Debriefing BSCRS Winter Meeting 2015 in Spa (Hotel Balmoral):
Aproximately 100 doctors attended the meeting. The number of attendance was influenced by the following factors. The meeting was 15 days after the AMICO meeting, the program for the nurses and technicians was insufficient. Maybe the entrance fee was too high for nurses and technicians.

The different components of the BSCRS Meeting were evaluated.

SOOS Ethical afternoon session good
Contact lens session good
Nurses and technicians session low number of participants
Diner and party low number of participants

Conclusion: Globally, it was a succesful meeting. In the future, probably it would be better to have a fixed team with remuneration to organize the congress. The sponsoring of the companies was quite high but the reactions on the visibility and the participation of the companies was moderate.
The companies prefer more catering on the stands and Dr. Guy Sallet will send the companies a debriefing enquete.
To enhance the participation of the nurses and technicians a new invitation to the BSONT will be organized. Benoit Golenvaux will contact the french counter part en Ben d’Heer the flemish counter part.

We will have some news about this issue on the next meeting.

In the event that BSONT refuses to participate in the BSCRS Winter Meeting, a new society for ophtalmologic surgery nurses could be considerated in the BSCRS.

To conclude, Dr. Guy Sallet thanks the organizing committee.

5) OB 2015 theme: “Indications for a Anterior Segment Surgery: Pushing the boundaries.”

This BSCRS Meeting at OB is intended for basic ophtalmologists. The content of the topics has to be very didactical.

b) Cataract and surface disease including dryness, meibomius disease and amnion grafting
c) Cataract and Glaucoma
d) Cataract and Astigmatism

The invited speakers will be proposed on the next board meeting.

6) Preparation fo the next BSCRS Winter meetings:

2016: Oostende has been chosen for the next destination for BSCRS Winter Meeting.

2017: Antwerp
2018: The new Delta project of Brussels (Dr. B. Golenvaux)

There are no remarks about the website. Flash news will include the summary of the BSCRS board meetings.

8) Varia

In collaboration with SOOS, an official answer will be organized against Alcon and Novartis initiatives for educating opticians.

Free ESCRS membership is voted for trainees.

Next ESCRS Winter Meeting will be held in Athens in 2016.

New initiatives for OCT refund included a BBO coordination for a OCT book that will be composed by all the societies having benefit in OCT reimbursement. This book will be presented to the FOD.

Robert Van Hoorenbeeck adresses the new evolution in btw/tva reglementation. We will probably need a fiscal expert advice.

EB of ophtalmology and ESCRS will organize a examination for young cataract and refractive surgeon in the future.

Next meeting will be held on June 25 2015.
